    Correct, sorry. I assumed that when you said she rinsed the cartridge, she rinsed it directly under the tap so all the ‘nasties’ would go down the drain. Are you saying she treated water, rinsed the filter media in it, then disposed of that water, treated more water, and then filled it back up?

    Unfortunately the tap water, still having chlorine/Chloramines in it, will kill off bacteria. In the future just have her lightly rinse off the pad/sponges in old tank water from water change time. It will keep the bacteria in tact. Do not over clean. That link I attached is a good read.     You probably overcleaned your filters. I would recommend doing one at a time, and very light cleaning...NOT changing...Truthfully you should maximize your filters and switch to sponges/media. Pondguru makes some great videos http://aquariumscience.org/index.php/6-8-thorough-cleaning/
