The catfish will eat up all of your tetras once it grows a little. How big is your tank? A raphael catfish can grow to almost a foot in my experience and needs a large size tank. I can't help you with the glowlight question because I have no experience, sorry
My golden wonder killifish is the most personable fish I have ever kept. He follows my finger and even jumps up to get food out of my hands. If you want a schooling fish that follows your finger I sadly can't help you. Most schooling fish school because they are more scared of predators or humans
I recommend some nice shrimp and a betta
Those would work in that size tank but not that shape and they also benefit from live plants and a more natural setup
To me it looks like a Corydoras reticulatus. There are many species that look similar to that picture but most have a noticable stripe from the caudal fin towards the center of the body like three stripe cory's and julli cory's
I bought a bunch of aquarium stuff from a guy on craigslist. These rocks came with it and I have no idea what they are. I mostly want to know because I need to know if it affects PH.
