what does this mean, did someone like what i said in a post or something, how do i give reps to other members?

yes, it is when your advise is helpful. You can give them if you notice the green button at the bottom left hand corner of the person's post. It has like a little snowflake/scale looking thing. You click on it and it says: Do you agree or disagree. Then if you want you can write a comment.

You can give (or recieve) positive or negative rep points.

For example, I would be abusing the system if I gave it to everyone who suggested using aquarium salt to treat fungus, even though I disagree with practice.
