My tiger barb bullies around my tetras a lot. He's always chasing them. Should I add more? How many?

First off, how big is the tank? Depending on the size, you might be stuck with what you got. And another thing, how many of each fish do you have? What type of tetras?

its a 15 gallon tank. I have 3 black skirt tetras and 1 white skirt tetra.

And you have only one tiger barb? If you have one, in my opinion you could either set up a new tank and more barbs, or you could get maybe 2 more. Either way, wait to see what other members have to say, because I may be wrong.

barbs to better with atleast 5 in a school and keep them in odd numbers

Explain to me why they should be kept in odd numbers, I have heard that about loaches, but found that to be false. I would like to understand.

im not sure but the way it works in my tank is one of them always gets to rest twhile the others are chasing or being chased
