I have 4 white clouds in my 29 gall and wanted to add some penguin tetras probably 3 or 4 would they school with the white clouds?

No the Penguin tetras would most likely not school with the White clouds,
I would get at lest 4 more if you have the room.

hey, you say get four if you can afford the room, what is the reason for this? I have three penguin tetras and have notice bullying. sometimes they will school happily but more often than not two will chase the third aggressively. This lone tetra has begun to display signs of stress such as sitting in the top corner of the tank and seems to be breathing rapidly as if afraid. Will getting more penguin tetras help stop the bullying?

I can't really be sure because I have never owned any penguin tetras, although in all cases I have heard of, if the fish is a schooler, (I believe ALL tetras are but I could be wrong) getting at least 6 of them is a good idea, so 3 more in your case. can anyone else back me up on this?

I'm still rather new to this whole thing.. so.. yeah.

i would have to say three more might help. i'm also pretty new to this, but from my expierience with neons and a couple other tetras, that sounds good.

I also have never had penguins but I do have 10 glowlights and 10 neons. The reason the bigger school cuts down on the aggression it that it spreads it out over more fish. Instead of the one fish on the bottom of the totem pole taking all the punches he can get away for a while and someone else will get chased. My tetras spar and chase but no one ever looks stressed or injured...good luck.
