One Tetra not eating

About a week ago i got 3 red and blue neon tetras. One of them was smaller than the others. It's not coming up to the surface to eat like the other two are. In addition to the tetras i have 3 zebrafish (2 normal 1 longfin) and 2 green corys. My water pH. is 7.0
Am i doing something wrong?

You should have at least six of each kind of tetra. What is your tank size? ammonia, nitrite, nitrate?

And is he its normal colour? Not turning white?
