Do I really need one if I intend to use drinking water?

I believe for phosphates, no, you don't need a test kit. Phosphates are what spur algae growth if I am not mistaken. I guess, if you really want one to make sure your algae growth is very low, go for it. Personallly, I'm not big on test kits, though I did use two in setting up my newest tank, ammonia and nitrates/nitrites. Those are the most vital, I believe. Someone correct me if I am wrong!

I would use the test kit if using flake food as over feeding will give you phosphate problems. doing a test every two weeks would'nt hurt would it?

Never hurts, except maybe in the cases of carpel tunnel lol. (which I have no Idea how to spell)
