I just recently set up a new tank with live sand. It was very cloudy at first but has cleared up. I still notice some residue on the glass and if I even get close to the sand it will cloud back up again. Is this normal and will it get better over time?

Yes this is normal. For the first week or so this will happen. If there are no fish in the tank, 1 or 2 times a day stir arround the sand this willl get any air pockets out of it, and also help clean the sand. It will make the water cloudy, but it will get better over time.
