My cleaner shrimp won't clean my dwarf angel. He swims up and waves his fins; even backs up into the shrimp almost pushing it, but to no avail. What's going on?

i thought i had the same problem but it turned out my cleaner shrimp was doing all the cleaning at night with the moon light on.

Make sure it is definitely a cleaner shrimp, not all the shrimp do this... if it is definitely cleaner shrimp and its already getting a lot of food, then it most likely wont clean the fish because its not hungry.

definitely a skunk cleaner, thought about the feeding thing, so I am trying not to feed him. What a pain in my butt

Well, got him to to do his thing. Guess it just took him a little longer than usual to find his spot in the tank.
