unfortunately, the guy at your
LFS gave you pretty bad advice, 10 neons in a 10 gallon IMO is definitely overstocked. as amanda said, the serpaes are pretty aggressive and probably are attacking each other.
also, when you say that your levels are okay can you post your exact readings? what
test kit are you using? if you're using the strips, unfortunately they're pretty inaccurate, the
API freshwater master test kit is the best that you can get, it's more expensive but will last a whole lot longer and is extremely accurate. your levels in your tank should be 0ppm ammonia, 0ppm
nitrite, and 5-20
PPM nitrate, that means that your tank is cycled.

IMO your best option would be to return the serpaes and get fish that are more suitable for a 10 gallon tank. although it is small, you have a lot of options!

betta (two if you get a divider)
2. three guppies and three pygmy corycats
3. two dwarf puffers
4. three african dwarf frogs
5. one african butterflyfish
6. six neon tetras OR six cardinal tetras OR six glolight tetras
7. six glofish OR six zebra danios
8. a whole bunch of other things that i can't think of right now
