Hello! Matt,
How many and what kind of Seahorses?
If some LR, dont need much as far as filtration. Look into Supreme SKILTER (both filter and protein skimmer; I think still avail) if thiking of going small and minimize the cost. Skilter isnt the best but should be OK for Seahorse Tank w/ LR.
Depending on what species and your room temp, heater is something you have to decide.
I just found out local Seahorses (erectus)were spotted near shores in low water temp here.
If thinking of keeping large Brazilian Seahorses, just becareful of small hermit crabs (blue legged Hermits) as i have seen them consumed by Red/Golden/Orange Seahorses.

Some quick advice:

You won't want a heater in the main display or make sure a seahorse cannot hold on or touch the heater. Not good to have a seahorse latching onto a heater that is on.

Low flow is key. Seahorses will get blown around easy, and that isn't good for them.

No stinging corals either.

Start it out as a seahorse only tank.

Research a lot about seahorses before you start.

No problem with heater in Seahorses Tank. They are lot smarter than you may think. Have one in the tank now (must for me since gets very cold in winter) and had heaters in species tank for many yrs previously w/o any mishap.
I dont want too much turbulence but Seahorses can take flow more than one might think. Have kept them in many different kind of set up. I dont remember ever losing Seahorses due to stung by corals in reef unless one has anemeones.
