New to the hobby - 50 gal

I just put my first fish in the tank 2 days ago, 2 perculla clowns. So far so good! I am going with artificial rock and plants for now until I get a good feel for the care and maintenance of a SW tank, then I plan on giving a reef tank a shot.

i would go with live rock as this has many advantages due to filtering and bacteria needed for your system

as for the plants make sure there reef safe as many plastics release toxins in to the water killing your fish and causing unstable water conditions

Your tank is very young and appears isn't cycled yet. Keep a close eye on those percs for trouble. If any troubles pops up, feel free to post them here. What type of filtration are you using ?

In a saltwater tank, do you need to vacuum the bottom the same way you do a freshwater tank? or does having live rock eliminate the need to do that.

No it has nothing to do with live rock. It's a, how deep is your substrate question. The more shallow the substrate. The more vacuuming you need to do.
