100USD for
DIY? Softies might be doable...
That means 108 watts if we use six 18W T5HO... check this thread so you get the idea (pics show CFLs but you'll need linear lamps)
Easy DIY PVC lighting upgrade
Get two foot of 4" High or Medium Pressure
PVC and two 4" end caps. Find a friend with a jig saw and make a longitudinal cut through the 2 feet of the PVC. That will leave you with two segments, each 2 foot long. Cut them to a bit under 20" long each. Cut the end caps in half so end with two half-moon pieces. That should be less than 10USD.
lamps: six 18W T5HO 18" long linear lamps (three actinic & three daylight: 6,700K or 10,000K) at 12USD each: 66USD.

1 Electronic Ballast (Fulham WorkHorse 8): 40USD.
Get an
AC cord, a soldering iron, and 12 rubber end caps. Once you have the soldering done, consider applying a coat of hot silicon glue to seal the whole thing. Do this at your own risk or better have someone with competence to do it.
