Another Live Rock Question and Star fish queston

Quick question can non living rock in the same tank as living become living?
What color should fiji rock be? (mine brown)
And i'm thinking of going bare bottom but i believe i have 2 or 3 fancy brittle starfish that came out of my LR so can i do that? (now i got gravel)
Also how big will my damsels get and how quick? (they are an 1 in right now want to know when i need to think about a bigger tank(im thinking 55))

Yes, non-live rock will become live over time. Fiji rock can have different colors of coralline coverage, including pink, purple, green. Brown makes me think diatoms, particularly given your tank's young age. Snails can help with that. I believe most damsels will max out in the 3" range, although I am not sure how long it takes them to get there.

I have a bare bottom on my 10 gallon nano and really don't like having to stick my hand in all the time to clean it off. Something is boring through my rock and causing bits to get on the bottom.

with a bare bottom you have pros and cons as in anything pros less places for un eaten food to sit and can be kept cleaner keeping your nitrates down and easier to control ,,
cons : less place for living things (live sand) less choice of stocking inverts

Some do, some dont. Some even live in your live rock and you rarely ever see them. You have to research the types of starfish you want to see what it's needs are.
