Yes it's cyano. Coraline algae doesn't grow on the sand. Cyano main cause is from lack of water flow.

I have that stuff in my tank and I think my fish eat it but I think I will get a snail. Or sea urchin

Water changes really help. My fish is always moving the sand but not where the blue stuff grows.
