Clownfish and a firefish are good beginning choices..
but there are different kinds of clownfish's and 3 kinds of firefishes, in your case id go with the red firefish since those are the cheapest ones.. at about 8$.. or if you want a prettier one you could go with the purple firefish .. which are about 25$ (the 3rd kind is called a heilfrichis firefish... very very pretty... but a hefty price at around 250$)
so yeah go with the red fire fish...
On clownfishs... their are a lot of different kinds of them... go back and search them up and choose one. They all range about the same in pricing.
so you can choose two more fish also...
good choice on the skunk shrimp....
but i would go against the chocolate starfish.. might want to choose a smaller starfish? itll get too big for a 28...
and remember... starfish are very delicate animals... i wouldnt recommend them to beginners....
id also recommend a few, about 3, blueleg hermit crabs
and a few snails... nassarius snails, margarita snails, astrea snails, trochus snails. Definitely a few nassarius snails.. they will keep your sandbed very clean... and a few of the others mentioned to keep your rocks clean.
and on skimmers...
just go to the liveaquaria supplies page.. check what skimmer works for you?
