If the tank currently has no occupants, you can fill the tank and mix the salt directly into it, IF you have power heads running to keep the water moving and the salt mixing. Once you have fish in the tank, you will need to mix your salt water in buckets for your routine water changes and be sure it is completely mixed before adding it to the tank. You will want to prepare the mix at least the day before you actually do your water change.
As to how much...you will have to read the directions on your salt mix. The salt I use takes 1/2 cup salt per gallon of water to get a SG of 1.022. Yours could be different.
