Was thinking of setting up a frag tank. I have a 40 gallon QT that I'm not using anymore and just upgraded my metal halides system so i have a spare set of halides that I'm not using. So I was thinking of a frag tank.

It's gonna have:

2x 150 Watts 10K halides
30 gallon sump/refugim
return pump
nautilus te protein skimmer
live sand
egg crates on PVC pipes

Questions:
I'll be putting LR in the refugim so do i need them up in the tank?
Do I need actinic lamps since I have the halides?
If i do need the actinic, whic would be better? (T5, VHO)
Should I put a clean up crew?

I know the sump/ refugim, and my skimmer is way to powerful for the tank, but if I have a big overflow and a return pump it should be fine right?

Also there won't be any fish in there.

I don't have a suggestion about the tank sorry,
but why don't you just have a frag RACK in the main display tank
Yes it does look a little unsightly, but it will still just be managing one tank which you've had established and steady for a while :P

Just keep the spare stuff for a time when you will NEED it, rahter than just putting it to use for something for it to do :P

The halides in the small tank is stronger than in my display and plus my display is having to much corals right now. calcium levels are really going down.
