my tank is up on 27 c and my heater is not on all the time.could this be the lights that are doing this and how can i drop the temp a little

Is your tank by a window? This often causes temp fluctuation. I would suggest either floating a ziplock bag of ice in your tank to gradually cool the water or doing small partial waterchanges with cooler water to slowly lower the temp. The key is whatever you do, make sure you don't change more than 2 degrees each hour or you will stress out your fish.

You can place a fan so it blows over the top of the water, this will start to cool it down.
