Neon rainbows, like most rainbows are pretty docile towards other fish. I have never noticed my rainbows bothering the plants, tho they do like to dig around them looking for any left over food. How many you can have will depend on what other fish you are thinking of adding to your tank.

If the three foot tank is the 160 liter size ( about 42g) I would say that you are pretty well stocked with what you have now and i would not add anymore fish at this time. You have a nice assortment of fish there.

males fins have more red coloring fins than the females who have yellowish orange fin coloring. The females are less colorful than the males.
They breed easily enough with not having to do anything special to induce breeding. Males start the process by displaying to the females.
And you can find eggs anywhere in the tank when they spawn. Once spawning has started they dont stop spawning for a long time.
20g tanks are recommended for them as they are active fast swimming fish.
A school of at least six is best with ratio of one male to two females preferred.
They do prefer acidic water of pH between 6.5-7.5
