On anther forum a lady thinks this is a good ideal, A dawf puffer and 1.5gal tank for it. Dont they need 5 gal?

Yes, I'm pretty sure they need at least a 5g.
1.5's are hard to heat consistently and keep the water parameters in check.

You could maybe get away with just one in like 3 gallons... but you'd have a heck of a time keeping the tank clean.

1.5 gallons is okay as far as swimming space goes, but, as Lucy said, heating it would be a problem.
You'd also have to get creative with filtration (maybe a modified BiOrb UGF and one of the tiny Whisper "i" series filters) to insure enough filtration, and you'd have to watch the water parameters like a hawk.
