i was told that koi are elegal in Australia, Victoria. is this true?

If a species or several species of carp are illegal or on an intrusive species list, Koi could very well be illegal also, as a carp is just about what they are. I'm not sure of the exact answer however.

Yes you are correct. Koi are not allow to be sold in Victoria but are allowed to be kept (weird laws somehow). People want to buy Koi can simply cross the border to NSW and there are some Koi breeders whose you can buy from at correct prices (I don't know the exact address but a mate got it there).
