Well, going off of the fact that I've never seen a fish blow bubbles out thier rear... anyways, as stated earlier, the gi track is different. Plus, there is no methane released into fish tanks that I know of. I don't think methane combines with water, so there should be some sign of it coming out of the fish. Or, if it does combine with water, the levels could reach a toxic state fairly fast. Perhaps if you count the molecular exchange that occurs in a fish's gills as farting... But otherwise, i would say no.
As a side note, I know fishes are constantly peeing though (seemed to fit in this discussion, hehe.). that's the only way they can keep thier bodies from exploding as the water is trying to reach euqilibrium. So, if you ever want a cheap laugh, point at your fish and yell "You're peeing! And you're still peeing! And you're still peeing!" Makes my day sometimes...
