Too small tank?
 Hi I have a Bristlenose plec which is not fully grown in my 22.7 litre(6 US gallon) tank. Will its growth be stunted and will it continue to grow when I get another tank if it has been stunted??

If it were the only fish in the tank, he should do alright for a little while but with that tank very overstocked, he most likely will experience some stunted growth in 5 months. Daily water changes of at least 25% should help keep the waste down, but I would watch the water chemistry closely.
I'm not sure if he'd start growing again IF his growth were stunted.

There's a dwarf gourami, 4 neon tetras, 1 platy and 2 cherry barbs. Is that overstocked? (plus bristlenose)

I would say thats over stocked even if the pleco was not in there.

I'd return all but the pleco or perhaps keep the gourami. It's a shame to have to take them back to the store, but you will have less work to do keeping the tank's water chemistry in line the less fish are in that tank.
Most of those fish are schooling fish also, and would be happier in groups of 3-6 or more.

I MIGHT be upgrading to 4 foot tank in a month or so, or longer. One of my friends is keeping 2 angelfish and 10 neon tetras in a tank. Now that's what I call overcrowding!

That would be a great tank to upgrade to.
An angel pair and 10 neons..
30 gallon (~120 litre I think) minimum there and the neons are likely to be snacks if the pair goes to breeding in his tank.

The fish you have should be in a 20 - 25 gallon tank at the very minimum.
If you're upgrading, that's great since your fish will not thrive in such a tiny amount of water.
