What is your Nitrate level?

I would do a nice big water change first off.

Is his color faded or does he look bloated? when did he last eat?

he looks fine, i did a 100% water change saturday and then got them on sunday. all the nitrate, nitrite, amonia levels should be fine. i got them checked on sunday
all the other neons are fine. he ate about an hour or so ago.
i can't tell if hes bloated.

now he's just laying on the ground. barely moves, i don't know whats wrong! is it just because i got him a few days ago?

are you sure that the 100 water change didnt send you into a mini cycle? Neons are very sensitive to water quality.

i'm sure. none of the others are like this. this is also very sudden. i moved things around in the tank earlier. could this be the problem? and i had the water quality checked after the 100%water change. maybe i can run down to the store and get it checked now to prevent the other neons from dying?

yes, he does have a little white spot above his fins(both sides) about where the neon stripe is. any idea what this is or how he got it?

is your tank cycled? if not, it was probably poisoning from ammonia if daily 25% water changes were done
