Neon tetras are tropical and goldfish are temperate water fish, their temperature preferences are not the same. I wouldn't keep them together.

No. Goldfish like cold water compared to neons that like tropical water. When goldfish are kept in warm water they will develop red spots on them (I forgot the name of this disease)

Also, most any fish will eat another fish that is small enough to fit into the larger fish's mouth.
