Puffer and cleaner packs. Will he eat?

Guys, I posted this link for you too look at to get a better understanding of what i'm talking about. I'm looking for a natural way to have the sand cleaned in my tank. I'm curious if a porcupine puffer will eat these starfish etc? Or if the puffer will eat the crabs etc too?

are there any puffers that dont grow to be very big?

Honeycomb puffers and spotted puffers I believe stay around 4-5", but as with most puffers they are a bit aggressive. There may be others...I am not sure.
