I like 1 but instead of one big school of 50 neons. How about 10-15 neons and 4 more schools of 10 of four different types of fish. And live plants.

NA!! Forget the fresh and brackish water! What you need is a saltwater community with some coral and these fish!

Either reg or purple Firefish
watchman Goby with a Pistol shrimp
some starfish and an urchin
a Fire shrimp
and some turbo snails!

I dont have the money or the time to commit to a good saltwater set-up.

That's totally what I'd do too! There are so many compatible schooling fish that you never really see together in schools because everyone with tanks big enough to do it seems to use them for big fish!

Although I'm sure whatever gets done will look just fantastic.
