Sick Goldfish

Treating my goldfish for a fungus right now. ammonia is between 1.0 & 3.0. nitrate level is 0. Is it normal for Ammonia to be high when treating for a fungus? Also did about 50% water change then took another reading and got that number.

Welcome!
You need to start doing 50% water changes ASAP to get the ammonia level down. Any amount is toxic to fish. What are you treating with? What does the fish have? Also, a goldfish needs a 20 gal. minimum for one.

Click on the name, nitrogen cycle, and the article should come up. It's VERY important to cycle a tank BEFORE adding fish.

EDIT:
you're still cycling, it can take many months when cycling with fish.

Ok. I am changing the water again. When I change the water do I put in more meds or leave it alone?

I wouldn't add any more meds just yet, as you don't want to overdose.
What kind of filter are you using? If it has carbon in it, it's removing the meds as soons as you add them.

I have taken out the filter. It is Tetra PF10

There is not filter at all?
That may be why you're in a cycle againl. The bacteria that hold the cycle live on the filter, you need a filter to have a cycle.

Took it out when started treated for fungus 2 days ago. Should I put it back in and not treat until cycle is achieved? And can I set up 20 gallon and put them in it?

They need a filter, that's definite. Whatever tank you have them in, it needs to be cycled. Whether it be fishless or with fish, it has to cycle.
Is there any way that you can return the fish, or give them to your LFS?
That way you can cycle without fish, this is a much more humane method.
