ten gallons really isn't much to work with, but if you stock it right, the tank will thrive. you say it's planted, so that benefits the fish and aquarium. Here's some stocks to look over

betta splenden (optional: some dwarf cories [4] or a mystery snail. add these animals before the betta to reduce terretoriality, or keep the betta alone to benefit the betta)
Colony of frshwater shrimp. Cherry Shrimp for color (scarlett or cherry red bodies), or Ghost shrimp for interest (you can see right through them!)
Neons are very colorful and attractive fish, but prefer the company of their own kind in large numbers, 4 being the absolute minimum. They actively shoal and need room to do so, so i wouldn't reccomend neons for a 10 gallon tank despite their small size.
