MOVING fish to NEW Tank

So right after my tank finishes cycling (shouldn't be any longer) Im going to transfer all my fish into the new tank. First to go in will be my tetras. I was wondering how i can introduce them to the new water because there is a temperature difference between the two tank i have. I have the new tank at 82 degrees while the other is at 78. I dont want to stress the fish. I was probably thinking of putting them in a bag and float them in for 15 minutes

That is what I would do, and have done.I would float them for 15-20 minutes as well. I assume that the water perimeters are pretty much the same in both tanks so you wouldnt have to float them too long, its getting them used to the higher temp that is the key.
How many fish do you plan on introducing at a time? I think you should start with a small group and wait a few days and then introduce more. This way you will not upset the cycle that you have in your new tank.

im going to put all my skirt tetras (4)
then the barbs later on

That sounds like a good plan, then in a week I would introduce the barbs.

Oh and i just tested the water. API test kit
pH 7.6
ammonia 0
nitrite 0
nitrate 5 (looked like it was between 5 and 10. Color looked similar from both)
I set my tank up on Sat. 1/5/08. So my tank cycled in a week and 2 days! Seems too fast!
Im guessing the reason for it is because i used gravel from my 15 gallon.
I "fed" the tank (which I now know it's not the best way to cycle it)
I also put Argentine Sword Plants and a Cardinal Plant
There's one skirt tetra i bought in the tank too.

Yea, I think the biggest help was the gravel from an established tank. You introduced a bunch of good bacteria to the tank there. Kate's got you set on acclimating your fish so enjoy the new tank.
