First Nitrogen Cycle and Liverock question

I believe the water is almost ready-for a nitrogen cycle. I'm still trying to get the basic levels just perfect: salinity(S.G.) and pH. Once that is completed, I thought to myself that liverock might be a could choice to get the bacteria started. Would this be acceptable for a 30 gallon salt water tank filled with conditioned salt/tap water in which I am planning on using to house a couple percula or oceallis clowns a royal gramma and possibly somesort of coral or reef in the future. I am trying to do this with the fewest amount of casualties as possible while gaining all the knowledge I can. Feed me all the info you can PLEASE!

You want to use distilled or reverse osmosis or de-ionized water, not tap. Tap contains too many elements bad for SW tanks for it to be useful. Before adding fish you will want to add LR and have your tank setup, probably at least a month.
