To remove the phosphate I would just recomed doing a couple of large water changes and and checking your phosphate level. What size tank do you have, and is your aquarium info on your profile correct? You have pretty low ph level. The slime is Red Slime Algae. But it is not really an algae it is a
cyanobacteria. The biggest cause of this are, impopper lighting in the tank. ie wrong bulbs or old bulb that have shifted in the color spectrum. Lights being on for too long. And Excess nutrients in the water. Either by adding it for the tank or over feeding. The best way to get rid of the algae, is to cut back on the feeding in the tank and water changes. Instead of doing a 15-25% water change a month do a 5-10% a week change, and make sure your filter and other equipment is clean. You could also try replacing you tank lighting if it is the correct bulbs with new ones.
Hope this helps

You can also use macro algae. Most will naturally remove phosphates from the water. But I would still do the water changes.
