100 Watts of Lighting over 30" wide / 25" tall tank

Hello - long time lurker, first time poster...

I am having difficulty finding around 100 watts of lighting for my 55 gallon tank. It is 30 inches wide. The [junk] stock light that came with it is 28 inches wide however a 30 incher will sit nicely on top which is a glass cover.

The tank is currently empty as I am buying equipment. I am aiming to have a lot of plants, i.e. Natural Plant/Walstad style, along with some tetras, sword tails, etc.

So far I found two fixtures that are decently priced. I need to stay under $120ish if possible. If I absolutely have to, I can get closer to $200.

First light

Nova Extreme SLR T-5 Fixture
24" x 8"
96 Watts
2-24 W 10,000°K
2-24 W 460 nm actinic No 3

Second Light

Odyssea 30" 130W Power Compact Light Fixture Advance

1x Odyssea 65W Straight Pin Type Power Compact Bulb Daylight 12000K
1x Odyssea 65W Straigh Pin Type Power Compact Bulb Actinic Blue
2x Dual Bluemoon LED

Both of these fixtures come with Actinic bulbs. As I understand it, they are of no use in my fresh water tank.

My question is: can I replace those Actinic bulbs with the regular bulbs so that all the bulbs match?

I am of course open to suggestions.
