Can I get higher watt bulbs with out replacing the fixture it self?

I got a coral life Dual t5 compact light fixture the bulbs are 28 watts each. Giving me just over 1 watt per gallon. Here is a link to the lights that I have.

I noticed that my cabombas are turning brown at the bottom near the gravel bed. The rest of the plant looks good, with new grouth nearly every day. My swords look good with new growth, my banana plants look good, my fern moss and fern plants look ok. I have an anubias on driftwood that looks really good. I just got some Brazilian pennywort (been looking for it for a long time I finally found someone on this forum that has some really nice ones) the Brazilian pennywort is starting to look a little ruff. The leafs on some of them look see threw losing their green. Not all the leaves but some. Any ideas would help as I really like this plant. Can I get higher watt bulbs with out replacing the fixture it self? What are lumens?
I am kind of pinched for cash my wife just had a baby so I need a low cost solution. Thank you all in advance.

The bulbs that you are using will be the only style that will fit in your fixture.

I have used a lot more light than what you have at the moment and have always had trouble with pennywort and cabomba when they are planted in the substrate. I think that you might have much better luck if you use them as floating plants.
