There's no way to know, based on the information you have. The only one of those metrics that might have an impact on plant growth is "light colour", but I don't know what that really means... the rest are all skewed towards human perception of light, not photosynthetic suitability.

Can you either find a spectral power distribution graph, or tell us who makes the bulb and preferably the part number?

heres the data from osram

was advised when first starting fish keeping i could get the tubes from DIY store and cost is alot less

when i bought these 2 tubes i didnt have any plans on doing a planted tank

i have 2 tubes both the same 30w each giving 60w for a 70g 4ft tank
