Just to be clear, your "smallest tank" is the 11g in your aquarium info section, and your "big tank" is a 63g?
Before offering any advice with regards to lighting, I will caution you on adding plants to the larger tank. Clown loaches can be active enough to uproot plants, and silver dollars are notorious for eating plants. Hardy, thick-leaved plants like members of the Anubias genus (
examples here) would likely be your best bet if you do add plants.
As far DIY/cheap lighting, there are several options, depending on which of your tanks you're asking about.
One example for a larger tank that might give you some ideas can be found
here, though like the poster said, it likely would have been better to use a flat white paint than to use the aluminum tape.
