I'm not too familiar with the blood parrot, but I do know that it is a hybrid fish that may have red devil genes in it. If this is the case, I could easily imagine the fish trying to control the aquarium. How long have you had the fish in the aquarium together?
It could be as easy as a real passive jack and a real aggressive B P. My experience with J D's is that, while they are labeled as aggressive, in a community aquarium, they are generally more passive than aggressive. Especially if they are new to the aquarium.
You may want to re arrange the aquarium. This may cause the B P to be more passive, but like I said, I have no experience with BP's.
