Bacterial Bloom or what is this

Yesterday I noticed something growing on my live rock. At first I assumed that during a water change I and just blown some silt off the rock. Today I noticed that it is starting to grow on the sand too in spots.It is sort of a greenish brown. This is a fairly new tank and the levels are a little elevated. However, the water is crystal clear. I was hopping someone could identify it for me. Please see picture.

looks like brown algae this is one of the stages your rock will go through then to green try and keep your levels down by daily small 10% water changes and shorten lighting times , make sure you not over feeding as this will put your phosphate levels up givin more nutriants for growth ,
and really you shouldn t have a anemone in such a new tank

It seems really bleached, like it threw out it's photosynthesizing cell. What are they called again? What kind of light do you have on the tank?

Yeah, I realized that after I put the anemone in.

As for the lighting. It is the lighting that came with the Oceanic BioCube. "two Coralife compact fluorescent lamps". I put the lights on a digital timer four days ago and they are running 12 hours a day.

Yeah pretty much everyone gets that algae. I went through one cycle of it when I started my tank. Now I'm in another cycle after I upgraded my lighting. It's ugly stuff but easy to remove...at least for a day or so.
