The Word document may have some room to play with the file size, but reducing it (or the PDF) down to 98KB might be tricky.
If there are pictures in the Word document (which I assume there would be), go to the File menu, choose Save As > Tools > Compress Pictures, and make sure that both "compress pictures" and "delete cropped areas of pictures" are checked. In this same window, you can also change the document resolution to "Web / Screen".
Another option for reducing Word document size is to use Microsoft's "Remove Hidden Data" add-in:

For both the Word document and the PDF file, there are a variety of shareware apps that claim to compress those types of files, I've never used any of them to make any recommendations.
