How Do I: insert a link within (underscored) text?

I wonder how to do something I've seen here:

some posts have an underscored word or text that if clicked it sends to an embedded link.

To insert a link underscored....for example this thread:
[vrl="http://www.fishlore.com/fishforum/newreply.php?do=postreply&t=39709"]How Do I: insert a link within (underscored) text?[/vrl]

Replace the V's with a U's.

It will look like this:
How Do I: insert a link within (underscored) text?

[vrl="copy and paste the url here"]The name of the link to be underlined[/vrl]
