how can i take a picture from my computer and make it a profile picture?

Go to the little list-y thing at the top of the page that says 'My Settings", click "My Settings". A new page will pop up, with a bar full of links on the left. Hit "Edit Avatar" (thats what the profile pic is called) and then you can upload a picture. If what you mean is the picture that appears under your name when you post.
