Buildup on heater

I have a 38 gal tank with a 100 watt heater and I keep finding this white build up on it. This happened to my last heater but I figured it was just because it was old so I replaced it. Also, my heater is turning on and off at random times and my water is not getting heated.

Whats going on?

What water conditioner are you using? I found when I was using a lot of Stress Coat+ I was getting a while film.

It could just be mineral deposits from hard water. If so, you should be able to get it off with white vinegar, but make sure you rinse the item really really well before you put it back into your tank.

So far as the heater turning on and off, it's supposed to do that, it will heat up until the temperature reaches whatever it was set at and then shut off, then go on again when the tank cools below that temp. If it's not as warm as you need, turn it up a little. None of my heaters make the tank the temp I set the heater for, regardless of brand/quality - I just fiddle around until it's keeping the tank stable at the temp I want.
