Ok, I have a 2 palm size turltle in a 20 gallon tank. I am using a RENA Cal Top Light Excel Heater submersible and a Terta Whisper® In-Tank 40i. Here is my problem
1)RENA Cal Top Light Excel Heater submersible - I have send it back to company for replacement for 4 time ...
-1) work for like 3 months the glass broke .. and my turltle died of Electricity
-2) work for a years then no heat
-3) water inside the heater
-4) Killed my power bar didn't know that so I plug in a different socket and the pop a white flash and the tube pop.

So what is a good submersible heat for my turltle that my turlte won't break the heater?

2)Terta Whisper® In-Tank 40i. - I have send it back to the company once already .. maybe another time soon..
-1)The magnet thing wasn't turn therefore the water wasn't pumping in the water.

So what is a good In tank filter for my turltle?

Check out this link. I use these in my aquariums. Wonderful heaters. I've noticed that many others on this site use them as well. Unbreakable, submersible, auto cut off if it's taken from the water or the water level drops below the heater. Good luck!
