Regular submersible heaters are only to go under water. Any other use would cause them to over heat.
There are heaters that go under the substrate but they are made especially for that purpose. they are very expensive and can be complicated.

I don't understand about the humidity. Sorry. Do you mean the water is evaporating?

I don't know why you want to bury the heater but if you want, there are two ways which I know. I used both for Dutch Aquarium (Planted Tank).
One is Heating Coils w/ External Temp Controller (Dupla used to make them but i dont know if still available in US). This system is pretty expensive.

Another method i tried was Heating Mat used for Vivarium which goes underneath the tank. You maybe able to buy preset mat (cheapest) or one with separate temp controller (controllers are always expensive).

Like I said, Dont know what exactly you are trying to achieve but hope this helped.

anole's are awesome!! do you have a pic of your setup? just having water in the tank, and of course a dry area as they are land dwellers, will be enough ...I had a terrarium for years and its great for kids to talk about as well as adults...
