hi i have four guppies and three of them seem to be bothering the fourth one, does anyone no the reason for this?

Have you had these guppies for the two years you've had the tank?
What are your readings for ammonia, nitrite and nitrate? Sometimes when the water parameters are off it can make the fish act differently.

IMO, your tank is overcrowded. This can lead to aggression amongst your fish.
It would be a good idea to get them a bigger tank so they have room to get away from each other.
In the mean time you might want to try and separate the bullys for a while then re-introduce them to your tank you can also try to add more hiding spots and move the plants, deco around a bit to throw them off.
If he's really in danger, you might want to move him to a quarantine tank.

Ideally, though, you really do need a bigger tank or anothet tank to seperate all the fish.
