Is it okay to keep fancy tail guppies and an african dwarf frog together?

I don't have personal experience, but from what I've read they can sometimes get along with peaceful middle and top dwellers.
Frogs have poor eyesight and find their food by smell. They feed off the bottom, so if the fish get the pellets first, the frog could starve.
I've seen mine take a lunge for a pellet, so I guess you'd have to becareful they don't lunge at a fin by mistake.

What size tank do you have?

Make sure the dwarf frog isn't the kind with claws. I guess there are two kinds of ADF, and the clawed kind will kill a slow-moving, small fish, like guppies.

A 5g tank isn't big enough for a frog and guppies. It recommended 1 or 2 frogs for a 5g. Guppies get to be about 2"

1 frog and 1 guppy would fully stock your tank.
