I don't think it's normal. I think it's quite worrying. If it was two females, I'd say perhaps they're about to give birth, but it's really worrying for a male.
I would also say that you'd need to get at least 2 females per 1 male, or the females will be harassed to death. But this is a longer term problem. First off, let's get your fish better.
Here's some questions that should put us on the way:
- How big is your tank?
- What are your water parameters (nitrates, nitrites, ammonia, pH and temperature)
- What other fish are in the tank?
- Do they have other symptoms like discoloration, or darkening, or litttle spots, or swelling, or split/ragged/frayed fins?
