EMERGENCY: Glowlight Tetra problem!

During a daily check I took two minutes ago my glowlight seems to have a large red buldge under his mouth. It looks like a giant red wart and it looks bad. His gills are red, but not buldging. He also looks like he has trouble staying upright. He's swimming like this / with his head up and tail down. It looks like its a big problem. I also just noticed he also has this white fuzzy looking stuff over the top of his head. This looks bad, but none of my other glowlights have this problem... any explainations. I'm also trying to get a picture but my camera sucks so it might take a while.

Red gills is usually an ammonia or chlorine/chloramine problem.

White fuzzy stuff is usually a fungal infection.

PimaFix and/or MelaFix would help with the infection, as would any number of anti-fungals.
Test the water and see if you've had an ammonia spike for any reason. If so, an immediate water change followed by an extra dose of Prime (or equivalent product) will help deal with the ammonia.

If there's no ammonia, it might be that the fish has some sort of infection with a secondary fungal infection. If you have the tank, it would probably be a good idea to quarantine it in this case.

What would the recommend out of the 2? Will they also treat the secondary fungal infection? Also, no ammonia, chlorine, chloramine.

If possible, quarantine the ill fish.
Frankly, I'd dose the hospital tank (or the primary tank, if you must) with both Pima- and Mela-Fix. PimaFix deals primarily with bacterial infections (which seems a possibility with the red splotches) and MelaFix will deal well with the fungal infections.
Also, Vitachem, if you can get it, and garlic juice would both be helpful in keeping the fish's general health up.
