1" per gal rule with shrimp

When determining the amount of fish in a tank using the general rule of 1" per gallon, should ghost shrimp be included?

With shrimp of any kind, their bioload is a lot less then that of a fish, so you can have about 5 ghost shrimp for a gallon of water, but it will just be better if you have about 20 for 5 gallons of water. Hope it answers your questions.
